Used Truck Import Age Limits in Africa 2026 — Country-by-Country Rules for Buyers

Quick answer: In 2026, the used truck import age limit across most African markets runs from 8 to 15 years, starting at the year of manufacture. Specifically, Kenya accepts only right-hand-drive units first registered from 2019, while Ghana bans used vehicles older than 15 years from 1 October 2026. Also, the DRC capped heavy trucks at 15 years in January 2026. Finally, Zambia, Mozambique, Benin and Togo have no age limit at all.

Meanwhile, Nigeria has no published age cap for heavy trucks — but the older the unit, the more duty customs charges on arrival, so age still decides your margin. In addition to the country tables below, this page covers the five rule changes that caught buyers out in 2026, how we calculate age, and the checks we run before you pay a deposit.

Used Truck Import Age Limits by Country — September 2026

Basically, these are the tables we work from when a buyer sends a country and a model: the age rule, the drive side, and what it means for a real order. Also, we list the sources we checked underneath them.

NigeriaNo published age cap for heavy trucks and buses. The NCS VIN valuation policy caps private cars at 12 years (in force since May 2022)Left-hand drive onlyA 2015–2022 truck clears normally. Customs assesses duty on its own VIN-based value, so an older model costs you more to land, not less
Ghana15 years from year of manufacture, for covered used vehicles, from 1 October 2026 (GSA Public Notice GSA/DGS/PN/26/09)Left-hand driveShip before 1 October if your unit is 2011 or older. From October, you must pass an origin inspection and carry a Certificate of Conformity before loading
Benin and TogoNo strict age limitLeft-hand driveBoth act as re-export hubs for Niger, Burkina Faso and Mali. Cotonou and Lomé are the classic doors into the Sahel
Côte d’Ivoire10 years for trucks over 10 tonnes, 10 years for 5–10 tonne trucks, 7 years for trucks up to 5 tonnesLeft-hand drive (right-hand drive allowed but rare)Heavy units from 2016, light trucks from 2019. Abidjan clears quickly; customs valuation is the bigger risk
Senegal15 years for trucks and passenger-transport vehicles, 10 years for passenger cars and light utilities (Decree 2025-1752, 24 October 2025)Left-hand driveDakar is fast, but Senegalese customs disputes declared values more often than most markets
DR Congo15 years for cars, commercial vehicles and heavy trucks. Mining, forestry and agricultural tractors get 20 years (decree signed 24 January 2026)Left-hand driveMining fleets keep buying. 2011-or-newer is the safe zone; tractors for mining can go back to 2006

Where These Country Rules Come From

Sources checked on 21 September 2026: the Ghana Standards Authority notice of 14 August 2026; KEBS notice of 13 November 2025 and the eight-year rule in KS 1515:2000 (reported by Kenyans.co.ke); the DRC decree of 24 January 2026; carrier notices for Côte d’Ivoire; Senegal’s Decree 2025-1752 of 24 October 2025; Nigeria Customs Service policy notices; Ethiopia’s truck import ban; and Brookings/UNEP research on African used-vehicle rules. Transport rules change without much warning, so we re-verify every destination at order stage and put the result in writing on your proforma invoice.

Five 2026 Rule Changes That Age Out Your Truck

Firstly, Ghana moved the goalposts twice within a year. In fact, Ghana dropped an earlier proposal to ban anything older than 10 years and settled on a 15-year cap, which it confirmed in Public Notice GSA/DGS/PN/26/09 and enforces from 1 October 2026. Moreover, the same notice demands a pre-shipment Certificate of Conformity from an inspector the Ghana Standards Authority has approved in the country of origin.

Secondly, Kenya closed the door on anything first registered before 2019. KEBS confirmed in November 2025 that from 1 January 2026 only right-hand-drive vehicles first registered in 2019 or later may enter. In short, the eight-year rule was always in KS 1515:2000 — what changed is enforcement, and rejection hits the importer’s wallet.

Thirdly, the DRC signed a new decree on 24 January 2026. It sets a 15-year maximum for passenger cars, commercial vehicles, heavy trucks, ambulances, hearses and tankers, and keeps 20 years for agricultural, forestry and mining tractors. As a result, it replaces the 2017 rules that had lifted the general cap to 20 years.

Two More 2026 Changes That Hit Truck Buyers

Fourthly, Nigeria cut the levy on used vehicle imports from 15% to 5% of CIF on 1 July 2026, under the 2026 Fiscal Policy Measures. Also new for 2026 is a Green Tax of 2% or 4% on larger engines. For heavy trucks the practical effect is a lower landed cost on the same unit — good news, provided the VIN valuation comes out where you expect.

Finally, Ethiopia extended its internal-combustion import ban to petrol and diesel trucks in October 2025, after banning private ICE cars in January 2024. Diesel and petrol trucks are now effectively shut out, so we do not quote them for Addis Ababa. If you have an Ethiopian order in the pipeline, confirm the position with a local clearing agent before you commit.

How We Calculate Truck Age — Manufacture Date or First Registration?

Generally, this single detail decides more disputes than any other. Kenya counts from the year of first registration, while Ghana, Tanzania, Angola and the DRC count from the year of manufacture. Therefore the same truck can be eight years old in Mombasa and nine years old in Tema in the same week, which matters a great deal when a unit sits close to a cut-off.

In practice, four documents settle the question: the VIN plate (the tenth character is the model year), the manufacturer’s plate under the cab, the registration certificate or logbook, and the deregistration certificate from the previous owner. For Kenya, the logbook is decisive — authorities treat a 2018-built truck first registered in January 2019 as a 2019 unit. However, for Ghana and the DRC the build year on the VIN decides, not the registration date.

How We Check a Truck’s Age Before You Pay a Deposit

Above all, we treat the model year as a filter, not a footnote. In the past 12 months we shipped more than 180 trucks to Lagos, Abuja, Kano and Port Harcourt alone, and the age check happens before we list a unit to a buyer, not after a deposit arrives.

Specifically, we photograph and file four things for every truck we sell:

  1. The VIN plate, which we decode to confirm the model year rather than the year the seller claims
  2. The registration certificate, showing first registration and ownership history
  3. The manufacturer’s plate under the cab, which carries the build date
  4. The engine and frame numbers, which we match against the paperwork

Then we write the model year onto the proforma invoice and the commercial invoice, so the clearing agent and the customs officer see the same year we quoted from. Also, we refuse orders that cannot clear: if Accra will refuse a 2015 unit after 1 October, we say so at quotation stage instead of discovering it at the port. That is why our own rule is simple — we take no deposit on a truck we cannot clear.

What Happens If Your Truck Is Too Old to Import

Unfortunately, an age-refused vehicle is the most expensive mistake in this trade, because nobody refunds your freight. You face only five realistic outcomes, and four of them cost money: refuse the unit at origin; re-export it, paying return freight; store it in a free zone while you find another buyer; abandon it to the port authority; or clear it by paying the overage duty, which only works in markets with penalty bands rather than hard bans.

By comparison, the penalty-band route is often the cheapest. Ghana and Tanzania both charge extra duty on older units instead of refusing them outright, so a 2014 truck can still make money if the discount you negotiated at purchase is bigger than the penalty you pay at the port. Still, that only works when you calculate the numbers before shipment — never after.

Duty and Age Penalties by Market (2026)

Moreover, the age rules and the tax rules bite in different places. Generally, older units cost more in Ghana, Tanzania and Côte d’Ivoire, while in Kenya the age rule works as a hard gate rather than a tax. Here is how the two most common penalty structures compare with a straight duty calculation.

MarketAge-related costBase duty picture (trucks, 2026)
GhanaGRA overage penalty on CIF: nil up to 10 years, 5% at 10–12 years, 10% at 12–22 years, 30% above 22 yearsImport duty, levies, VAT and processing fees commonly total 45–55% of CIF
TanzaniaExtra excise duty of 25% (non-utility) or 5% (utility) once a unit reaches 8 years from manufactureDuty, excise and VAT assessed on CIF at Dar es Salaam
NigeriaNo age penalty for heavy trucks; customs values older models on its own VIN-based reference price20% import duty, 5% NAC levy (cut from 15% on 1 July 2026), 7.5% VAT, plus Green Tax where applicable
Côte d’IvoireAge-based tax bands by vehicle category; older units pay sharply moreDuty and VAT on CIF at Abidjan; valuation disputes are common
KenyaNo penalty band — the 8-year rule works as a hard eligibility gateImport duty, VAT and IDF fees on CIF at Mombasa

Frequently Asked Questions — Used Truck Import Age Limits

What is the age limit for importing a used truck into Nigeria?

For heavy trucks, Nigeria has no published age cap. In fact, Nigeria does not apply the 12-year limit that covers private cars (in force since May 2022 under the VIN valuation policy) to trucks and buses. Practically, the constraint is money rather than eligibility, because customs values the unit from its model year and an older truck therefore pays a higher duty relative to its purchase price. Our 2026 Nigeria price guide breaks those landed costs down model by model.

Can I still import a 2016 truck into Ghana in 2026?

Yes, if you load it before 1 October 2026 and it passes the origin inspection. From that date, covered used vehicles must be 15 years old or younger and must carry a Certificate of Conformity issued by an approved inspector before shipment. In addition, a 2016 unit will attract GRA’s 5% overage penalty, because it is already more than 10 years old. Our Ghana import guide covers the port, inspection and duty side in more detail.

Does Kenya accept left-hand-drive trucks?

No. Standard registration in Kenya requires right-hand drive, and from January 2026 the unit must also have been first registered in 2019 or later. Kenya permits left-hand drive only for special-purpose vehicles such as ambulances, fire tenders and certain project construction vehicles. Therefore, if you need a left-hand-drive Chinese truck, Kenya is the wrong market — Tanzania, Zambia or the DRC are better fits. Our Kenya import guide explains the KEBS approval and the clearance process at Mombasa.

Which African countries have no age limit on used trucks?

In short, Zambia, Mozambique, Benin and Togo have no age limit, and Nigeria has none for heavy trucks. Benin and Togo matter most in practice, because Cotonou and Lomé are the re-export gateways that supply Niger, Burkina Faso and Mali. Note that even where no limit exists, pre-shipment inspection and local roadworthiness standards still apply.

Does the age limit apply to mining and construction equipment?

Often it is looser, and this is where a specialised exporter earns their margin. For example, the DRC allows mining, forestry and agricultural tractors up to 20 years while capping trucks at 15, and Tanzania exempts machinery and earth-moving equipment from the 8-year excise penalty. As a result, one market may refuse a 2012 HOWO dump truck while the next welcomes it — see our mining truck guide for the models that survive that environment.

Who confirms the age limit for my country before I pay?

We do, in writing. Message the export team with your destination port and the model year you are considering, and we will confirm the age position, the inspection requirement and the drive side before we raise an invoice. Meanwhile, our 30-point inspection checklist shows what else we check at the same time.

Quick Answer — Check the Age Limit Before You Pay

  • Check the model year against the destination rule before you negotiate price — the cut-off is what kills deals, not the freight rate
  • Kenya: right-hand drive, first registered 2019 or later. Ghana: 15 years maximum, and a Certificate of Conformity before loading from 1 October 2026
  • Nigeria: no truck age cap, 20% duty + 5% levy + 7.5% VAT, and loading from Tianjin to Apapa or Tin Can in 22–35 days
  • Zambia, Mozambique, Benin and Togo remain the open markets for older units
  • Ask us to confirm the rule for your port before paying a deposit: WhatsApp +86 157 1768 7720
