The raw lithium export ban that kicked in early 2026 is pushing more processing onshore — which actually means more trucks, not fewer.
The 2026 duty waiver is real. Starting January 2026, Zimbabwe waived customs duties on critical imports for mining, transport, and tourism. If you bring in a dump truck for mining use, standard duty rates may not apply. More on that below.
Used Chinese trucks are cheaper than Japanese ones. A used HOWO 371 dump truck lands in Harare for about half what you would pay for a Hino or Mitsubishi Fuso of similar year and mileage. And HOWO parts are easy to find in Harare and Bulawayo — Chinese truck spare parts networks have grown fast in Zimbabwe over the last few years.
What Trucks Zimbabwe Importers Are Buying

Dump trucks (tippers) — Number one. HOWO 371 6×4 and Shacman F3000 6×4 are the default choices for mining and construction. 25–40 tonne payload range. Buyers usually want 2018–2020 models.
Tractor heads (prime movers) — Used for container haulage from Beira and Durban, and for fuel transport inside Zimbabwe. HOWO 371 tractor and FAW J6 are the most common requests.
Fuel tankers — Mining sites need fuel delivered. A used 30,000–40,000-litre tanker on a HOWO or Dongfeng chassis is a typical spec for Zimbabwe buyers.
Cargo trucks (rigids) — For general freight, agricultural goods, and construction materials. FOTON Auman and Dongfeng 4×2 or 6×2 models are popular for shorter routes.
Shipping Route: Tianjin → Beira → Harare
When you import used trucks from China to Zimbabwe, the quickest and most cost-effective path is through Beira, Mozambique. Here is how the route works:
- Truck departs Tianjin or Shanghai — RORO or container ship
- Sea freight to Beira Port, Mozambique — around 20–28 days
- Inland trucking Beira → Harare via the Beira Corridor (about 580 km) — 2–3 days including customs
- ZIMRA clearance at Forbes Border Post or directly in Harare
Some buyers route through Durban (South Africa) or Dar es Salaam (Tanzania), but Beira is shorter and usually cheaper for Zimbabwe.
ZIMRA Import Duties and What Changed in 2026
ZIMRA calculates duty on the Value for Duty Purposes (VDP) — basically CIF value plus any costs up to the point of entry at Beira.
Standard rates for commercial trucks:
Customs duty — 40% of VDP for most commercial vehicles
Surtax — 0% for trucks (surtax is for passenger vehicles only)
VAT — 14.5% to 15% on CIF + duty
That 40% duty adds up. But here is where the 2026 waiver changes things.
The 2026 Duty Waiver
If you import used trucks from China to Zimbabwe for mining use, you may qualify for 0% customs duty under the 2026 policy. This covers:
- Mining dump trucks and earthmoving equipment
- Haulage trucks for mineral transport
- Construction machinery for infrastructure projects
VAT still applies, but dropping the duty from 40% to 0% makes a big difference to your landed cost. The key is having your HS code right and working with a clearing agent who knows how to file the exemption.

With standard duty (40%):
Duty: $7,800
VAT at 15% on CIF + duty: $4,095
Port fees + clearance: $500–$800
Inland Beira → Harare: $1,000–$1,800
Total: ~$24,000 – $26,000
With a mining waiver (0% duty):
Duty: $0
VAT at 15% on CIF only: $2,925
Same port and inland costs: $1,500–$2,600
Total: ~$16,000 – $18,000
The difference is about $8,000 per truck. On a fleet order, that adds up fast.
Age Rules and Import License
Zimbabwe updated its import rules with Statutory Instrument 59 of 2026. It tightened the ban on second-hand passenger vehicles older than 10 years. But trucks are treated differently.
Commercial vehicles — dump trucks, tractor-trailers, mining equipment — are exempt from the age restriction. You can import a 2014 model or even older without needing a special import license. The rule only affects buses and passenger-type vehicles.
So if you import used trucks from China to Zimbabwe — a HOWO 371 from 2018 for your mine — the age is not an issue. You can source good equipment at 2017-2019 model years without any license problems.
RHD — A Quick Note
Zimbabwe drives on the left. All trucks must be right-hand drive. Chinese manufacturers build RHD versions of HOWO, Shacman, FAW, and FOTON for export markets. We only supply RHD for Zimbabwe orders. If a supplier offers you LHD at a discount, pass — it will not pass registration in Zimbabwe.
